Just in Case You Missed It

The Mr. Robot Hack Report: Worst Thanksgiving ever

Mr. Robot?is back, and the C Y B E R is back, too. The show takes a special interest in showing off the details that usually get glossed over, often drawing on real hacks and real cybersecurity problems. So after every episode, I’ll be breaking down who got hacked, how, and with what. It turns out, there’s a lot more to each one than you can see on-screen.

Well that was extremely upsetting! There’s no show this week because of Thanksgiving, which is probably just as well because I am FURIOUS. Trenton and Mobley were arguably the coolest characters on the show (more Trenton than Mobley, if we’re being real), and now they’re both gone, sacrificial pawns in the Dark Army’s fiendish game. Leon must have known, right? No good.

In a broader sense, it’s starting to look like the Dark Army is just getting everything they want. America is in chaos, E Coin is ascendant, and the whole Stage Two mess has been pawned off on F Society and Iran. As a cherry on top, we even got Zhang’s public humiliation of Price at their fancy evildoers’ soiree. Plus, a bunch of Knight Rider references, which is basically a win for everyone.

THE FIENDISH PLOT

The biggest hack this week came at the end, when Trenton and Mobley are taken to the Dark Army’s hacker lair and get a sense of the mysterious post-Stage Two plot that Dom’s been hearing so much about. (I like to think of it as Stage 2.1.) It seems like a false flag, but the Dark Army really did their homework on it. On the table, there’s a map of airspace routes and the next screen shows a list of vulnerabilities in Oracle’s Weblogic software (you can find a more recent version?here), which is presumably what their local airport is running on their servers. There are also a mess of onscreen Python scripts, including “weblogic.py” and “serializekiller.py,” neither of which seem like good news. The next screen shows layout tools for?the FAA’s flight data service?and?enterprise messaging system?— basically all the stuff you would use if you were trying to hack a bunch of airplanes out of the sky.

Trenton and Mobley put a button on this when the Dark Army handler asks them what they see:

Trenton: A threat analysis for the FAA’s NextGen IP-based system.

Mobley: Targeting IPs in Chicago, Atlanta and LA.

Trenton: This is malware that targets air traffic control systems at major airports.

Mobley: They’re planning another attack…probably like today except this time they’re crashing planes.

It’s diabolical! And unlike 5/9 or even Stage Two, it would be aimed more at causing general mayhem and death than damaging Evil Corp specifically or capitalism in general. Setting up all this stuff seems more about framing Trenton and Mobley than actually executing the hack, but it’s still scary to have an idea like that kicking around. Could they really do something like this?

PLANES IN THE SKY

In broad strokes, this is surprisingly viable hack. The air traffic control system is the heart of air travel, the single network that makes most of the decisions for what planes do in the air. If you could compromise it, you could cause serious chaos — and compromising it isn’t nearly as hard as it should be. The best protection is that the computers running air traffic control — known as National Air Space or NAS systems — are supposed to be kept separate from the internet at large. Unfortunately,?a 2015 review?by the Government Accountability Office found there were lots of places to jump from networked computers onto NAS systems. The review also found that air traffic systems were terrible at patching and not great at sensing network intrusions either, all of which would make things a lot easier for hackers.

There are also ways to cause trouble without breaking directly into air-traffic systems.?In a talk at Defcon in 2012, Brad “Renderman” Haines laid out a plan for spoofing the ADS-B transponders that airplanes use to locate each other in the sky. At the time, the signals weren’t encrypted, letting researchers like Haines easily copy them. The result would be?a “ghost plane,”?a signal that looks like a real plane to air traffic controllers. If an attacker could create enough ghost planes at once, it could cause nearly as much damage as hacking into the air traffic system directly. That’s particularly relevant because we’re likely to see very similar systems in cars as part of the push for self-driving tech, which will be vulnerable to very similar hacks.

Executive Summary:

This is a boom time for the aviation industry. The ten-year average for passenger growth hovers around 5.5 percent globally, aviation accidents and incidents are down to their lowest levels, profits are up due to historically low oil prices, and the increasing use of technology is transforming efficiency and passenger experience.1 As an “always on” generation of travelers demand to be “always connected,” an increasingly interconnected aviation industry is employing evermore digital technologies to deliver efficiencies: across aircraft (including Unmanned Aircraft Systems [UAS]), Air Traffic Management (ATM), airports, and their supply chains.

Aviation is a cornerstone of national and international commerce, trade, and tourism, which means even an isolated incident could spark a crisis of confidence in the entire sector. The potential impacts on stock market value, stability, and national gross domestic product make securing and protecting the connected aviation world a critical element of national security.

This study indicates that the aviation industry will likely experience cybersecurity challenges similar to other industries that have embraced the “digital revolution.” As the industry moves forward, will it be able to maintain stakeholder trust by accurately perceiving the risks and opportunities as well as understanding adversary threats?

Previously, aviation systems were relatively secure due to the bespoke nature of their design, isolation from other systems, and little in the way of communication protocols. But ATM is no longer isolated, and ground services and supply chains are becoming fully integrated into an interconnected digital world.

In addition, cyber adversaries and their capabilities evolve and adapt quickly. This may be particularly challenging for an industry where many of the systems have long design and development periods. As technology radically transforms design, production, operation, and maintenance of aircraft, models of safety and security must adapt. While new and emerging capabilities, like additive manufacturing and UAS, are transforming the aviation sector, their novelty may obscure the cybersecurity risks these technologies introduce.

Connectivity of aircraft systems, through traditional information technologies and aviation-specific protocols, has now extended the attack surface to the aircraft itself. Aircraft are now complex data networks, yet the ability to monitor them arguably lags behind comparable ground-based networks— as does the ability to avoid and respond to potential cybersecurity incidents. ATM is also undergoing a sweeping modernization program that shifts away from legacy radars and beacons to a heavy reliance on Global Positioning Systems (GPS) and digital communications. Advanced technologies such as GPS and Automatic Dependent Surveillance— Broadcast (ADS-B) can greatly improve accuracy and reliability under normal conditions, yet remain susceptible to degradation by environmental hazards or manipulation by hostile actors.

Airports are a key focal point of adversary interest. As a federated management system with numerous interdependent service providers, deficiencies in airport cybersecurity may allow bypass, subversion, and eventual breaches of physical security. Additionally, as capabilities such as remote tower services gain popularity, balancing commercial interest with sound risk management will be even more difficult. Attacks against public-facing systems at airports may pose little safety risk, but can harm public confidence and trust.

As the domains of aviation and cybersecurity increasingly overlap, the common goals of safety, resilience, and trust can be achieved sooner by working together. Preserving aviation’s strengths relies on clear definition of governance and accountability and recognition of shared responsibility across the supply chain. The aviation industry has a longstanding and robust safety management system with a safety culture embedded at its core.

The challenges of cybersecurity are testing these existing industry policies and frameworks as nations, organizations, and businesses attempt to develop best practices. There will be a key role for the International Civil Aviation Organization (ICAO) in bringing both leadership and vision to the challenge. With multiple perspectives and stakeholders, it is essential for the increasingly interconnected aviation industry to have a clear, coherent vision.

A cybersecurity vision for a connected aviation industry and its foundation

A vision or aspirational state for the aviation industry as it faces cybersecurity challenges may be characterized as:

A safe and prosperous aviation industry with resilient trust and systems.

To achieve this vision, the industry must focus on strengthening five foundations of aviation cybersecurity:

  1. Systems Thinking, Governance, and Accountability

In a complex, interdependent, system of systems, finding and securing the weak links are not only an essential requirement but also a critical test of governance and accountability. The ICAO plays an important role in working with national regulators to decide how the aviation industry should manage cyber risks and to clarify and simplify the legislative burden for stakeholders.

  1. Resilient Systems

“Advanced adversaries will still breach the IT infrastructure.”2 This assumption of future breach, failure, or attacks on data integrity has resulted in a greater focus to deliver resiliency as well as security. It will require both resilient systems engineering practices and a resilient personnel culture to safely work through such adversary activity.

  1. Resilient Trust

The importance of stakeholder trust is at the forefront of the aviation cybersecurity challenge. If adversaries can erode trust, they are able to control passenger and stakeholder experience, perspective, and confidence. The longer it takes for an operator to counter perceptions and regain trust, the less credibility the operator will have in the eyes of the stakeholder.

  1. Secured Human Decision-Making

Human error or technical failure is inevitable, but all aviation systems are designed to help a human operator recognize and deal with an accident or incident before it impacts safety. Therefore, there must be a focus on protecting the integrity of the data that operators are presented with so they are able to make safe and timely decisions.

  1. Shared Perspective and Culture

The importance of collaboration cannot be underestimated. Even beyond sharing knowledge and different perspectives, there is great potential for cultural exchange between the aviation and cybersecurity industries. Developing a shared culture in which both groups synergize and view the challenges and potential solutions will increase awareness of risk and robust resilience.

Suggested Next Actions

To build and fortify the aforementioned foundations, it is recommended that all stakeholders take the following actions:

  • Reinforce Leadership and Standardization (Globally, Nationally, Regionally, etc.)
  • Define a Common Understanding of Aviation Cyber Safety and Security
  • Reevaluate, Develop, and Use Robust Threat Models
  • Develop and Communicate Coherent Messaging on Cybersecurity Risks
  • Find Ways to Develop Trust with Non-Technical Audiences
  • Improve Agility in Security Updates
  • Design Systems and Processes to Capture Cybersecurity-Relevant Data
  • Train for Safety Across Multiple Disciplines
  • Incorporate Cyber Perspectives into Accident and Incident Investigations

As organizations seek to exploit the opportunities of a connected aviation industry, they must retain the ability to be objective about both the benefits and risks. Innovative, connected technologies, if sympathetically and securely integrated, can assist in efficiency and safety; but this must not be at the cost of unknown or unacceptable risk.

It will take consideration and incorporation of multiple stakeholder perceptions to reduce the risk posed by adversaries. In a rapidly evolving environment, the industry must exercise leadership and utilize teamwork to boldly look to the horizon with clear purpose and maintain stakeholder unity. The conditions are ripe to find alignment, direction, and progress under strong international leadership to ensure a safe and thriving aviation industry in the years to come.

Pete Cooper (MSc, CISSP) is an independent cyber security adviser based in London, UK, and a nonresident senior fellow at the Atlantic Council’s Cyber Statecraft Initiative.

The first part of his twenty-four-year career in the UK Royal Air Force (RAF), was as a fast jet pilot and instructor on the Tornado GR4. He then became an early member of the UK Ministry of Defense (MoD) Joint Cyber Unit, developing and integrating cyber operations into UK and MoD processes. His final position was in MoD Joint Forces Cyber Group where he was the Strategic Cyber Operations advisor, playing a key role in developing policies, concepts, and doctrine both nationally and internationally.

He has an MSc in cyberspace operations from Cranfield University. His dissertation on adding a cognitive dimension to Active Cyber Defence was published by the Journal of Law and Cyber Warfare and explored how a better understanding of attacker psychology could be used to augment legal Active Cyber Defence methodologies.

Since leaving the RAF in 2016 he has been advising nationally and internationally on cyber security challenges and opportunities, supporting various organizations in developing their strategies. He is also a passionate supporter for the Cyber 9/12 policy and strategy competition, which has seen him present and judge at competitions in both the US and Europe. As director of Cyber 9/12 UK, he is also leading the rollout of the competition in the UK.

As the business and general aviation industry gathers in Las Vegas for the annual NBAA business aviation conference and exhibition the week of Oct. 9, the FAA estimates that there are still more than 100,000 general aviation aircraft requiring upgrades to become compliant with its Jan. 1, 2020, ADS-B Out airspace mandate.

Duncan Aviation recently?published a report?noting that as of March 31, 73% of U.S.-registered business jets were not in compliance of that mandate.

Here are answers to 30 of the most common questions pertaining to ADS-B that?Avionics?has encountered through webinars, trade shows and engagement with readership over the past year.

  1. Why is it still necessary to do an ADS-B flight test per AC 20-165B for supplemental type certificate (STC) approvals when all the parameters can be properly tested during ground tests?

The main purpose for the test flight is to test the avionics dynamically to assess the GPS performance during maneuvering.

  1. Is there a way to address non-performing emitter (NPE) installation issues at the point of install?

Most NPEs are a result of improper avionics configuration or wiring during installation. Others are a result of component software compatibility, all of which could be detected with appropriate ground test equipment or flight check.

  1. Has the FAA addressed the military flight ID format that is not in compliance with the performance monitoring system flight ID format?

The FAA is working with the U.S. Defense Dept. and other federal, state and local agencies to address flight ID protocol.

  1. If the FAA audits NPE data, how do you report inaccurate transmitted data to the registered owner operator?

The ADS-B Focus Team contacts owners via phone or email if able. A letter of finding is mailed to the address on the aircraft’s registration if we are unable to contact via phone or email.

  1. How is inaccurate data for N-registered aircraft flying in outside the U.S. handled?

We work through our international Flight Standards Office (AFS-50) to resolve non-U.S.-registered NPEs.

  1. Will local FAA offices treat errant transmitted code by local registered aircraft a pilot deviation or a maintenance issue?

With a few exceptions, most NPEs will be treated as airworthiness issues and the ADS-B Focus Team will resolve them directly with the owner. Resolution of NPE aircraft for certificated operators will be coordinated through the principal inspectors.

  1. What is the split of NPEs between airliners, regional transports, business jets and general aviation?

  1. What is the procedure for validating the ADS-B system once it is installed in the aircraft?

Verification of proper configuration and performance can be accomplished using appropriate ground test equipment or check flight using the Public ADS-B Performance Report service at?https://adsbperformance.faa.gov/PAPRRequest.aspx.

  1. What should be included in the statement of compliance from the manufacturer or the STC holder?

The manufacturer’s statement of compliance should include a reference to compliance of the equipment performance requirements specified in§91.227. See Notice 8900.362.

From Notice 8900.362: “c.?? Compliance Statement. The installer has a statement of compliance (SOC) from the applicable manufacturer(s) or STC holder that the equipment (self-contained) or specific equipment pairing (ADS-B OUT transmitter and GNSS position sensor) have been shown, via TC, amended TC, or STC, to comply with all § 91.227 requirements. This SOC may be included in the applicable installation instructions. The installation instructions must address how the equipment is to be installed and maintained to comply with not only the applicable TSOs but also § 91.227 requirements.”

  1. What is “cloaking” for special mission and military aircraft?

These are operations in which the aircraft transmit non-descript ADS-B information to prevent association of flight data to sensitive missions.

  1. Are military aircraft exempted from ADS-B compliance?

The FAA has not exempted any public or private entity from compliance to the rule.

  1. If the aircraft is only compliant to DO-260A and not DO-260B, will it still be grounded Jan. 1, 2020?

The aircraft would not be permitted to operate in the airspace identified in Federal Aviation Regulations Part 91.225 without prior authorization from ATC.

  1. Is there any plan for the FAA to mandate any Mode-S capability from transponders similar to the Eurocontrol Mode-S EHS mandate?

There are no plans to mandate additional Mode S capabilities in the U.S.

  1. Are non-U.S.-registered airplanes that fly to the U.S. that will retire by 2021-2022 also be required to equip ADS-B per DO-260B?

All aircraft operating in U.S. airspace specified in FAR 91.225 after Jan. 1, 2020, will need to equip for the mandate. As with any FAA rule, exemption requests can be submitted for consideration.

  1. Is designated engineering representative (DER) approval an option, or is ADS-B equipage only possible via an STC installation?

This would depend on the scope of the DER’s agreement with the applicable Aircraft Certification Office oversight. Initial ADS-B systems (transmitter and GPS pairing) must be approved via TC or STC.

  1. What is the FAA doing to correct all of the NPE installation errors?

The ADS-B Focus Team uses a multi-faceted mitigation strategy to reduce installation errors, including outreach, direct owner/operator coordination, repair station remediation, aircraft condition notices and letter of finding issued to owner/operator.

  1. Is a helicopter ADS-B Out message required to have a length/width code configured?

There is no language in AC 20-165B that waives the requirement for any aircraft to not transmit the length/width code when it’s on the surface. Helicopters hover-taxi and are airborne while they’re taxiing around the airport. When they’re in that configuration, they’re not required to transmit the length/width code. However, no requirement in FAA policy or guidance permits helicopters to not transmit a length/width code when it’s appropriate.

  1. How can you estimate the equipment/installation costs and down times for business jets by type?

“We need to know what kind of transponders are in the aircraft, full part numbers, we need to know what kind of FMSs are in the aircraft. Are they already WAAS receivers? If not, do you have WAAS GPS receivers in the aircraft? If it’s a Honeywell package, we need to know the RMUs. Are they RMU 850s? Are they RMU 855s? Then the RCZs, radios, we need to know the dash numbers of the RCZ radios. With that baseline information, we can generate a proposal as to what it’s going to take to get your aircraft compliant. If it’s a Collins-configured aircraft, we primarily need to know the existing transponder part number and then we know whether it’s a ProLine 4 or ProLine 21, etc. A few of those specific questions will help us put a proposal together and once we know that, we can estimate the downtime as well.” – Gary Harpster, senior avionics modification specialist, Duncan Aviation.

  1. Is there any restriction about broadcasting ADS-B out on both 1090ES and 978 UAT simultaneously?

“We kind of discourage it for obvious reasons. What we do see a lot and what we do refer to as “dual out installations” where they’ve got a 1090 UAT system installed on the same aircraft and both are transmitting is that they pick a link, most of the 1090 units now receive on both links, so you can get the traffic and the weather information from a single unit. But there is no restriction to limit broadcasts on both links. One particular item to remember in that case is that you need to make sure that your flight ID and your ICAO code are entered correctly on both units, otherwise an ADS-B In-equipped aircraft will see that as two aircraft flying very close to one another.” – James Marks, FAA ADS-B Focus Team.

  1. Is TCAS 7.1 required for ADS-B?

No it is not. 7.1 is a European mandate for aircraft traveling to Europe.

  1. Are Part 135 aircraft that operate below 18,000′ still required to have 1090ES? I understood that was an early requirement, but had been revoked. I cannot find any ruling on that.

The ADS-B rule is an airspace rule. A 135 operator may or may not be required to have a Mode S transponder. But if they’re only operating below 18,000 feet, they could certainly install a 1090 or a UAT system and be in compliance of the rule.

  1. Are there any changes being made to shorten the FAA STC approval process considering ADS-B Out mandate is not too far?

“We did revise certification project procedures to authorize certain OEAs to alleviate the requirement to submit a project notification letter, and that cut off about 30 days on average from the certification timeline. But I don’t know of any work internally to do anything beyond that.” – James Marks, ADS-B Focus Team Lead, FAA.

  1. In August, the FAA proposed changing its rules for U.S.-registered ADS-B equipped aircraft operators applying for RVSM authorization. If this policy change is approved, what does this mean for ADS-B-equipped aircraft?

An aircraft must have a precise digital altimeter system and an autopilot to keep the aircraft inside RVSM airspace envelope. An aircraft equipped with ADS-B can fly in RVSM airspace immediately rather than wait for the FAA to approve its RVSM changes.

  1. Would a flight test be required if the interface GPS and transponder systems were common on a different aircraft type? i.e. same system / different aircraft type (e.g. B757 / B767)

  1. What will happen if aircraft is not compliant with the ADS-B mandate by Jan. 1, 2020? Can aircraft still fly with flying level limitation?

The aircraft cannot operate in the airspace specified in §91.225 without prior authorization from the appropriate ATC facilities.

  1. What is?Exemption 12555?

According to the FAA, Exemption 12555 is “a one time, grant of exemption from 14 CFR § 91.227(c) (1)(i) and (iii) for aircraft that are ADS-B Out equipped using qualifying GPS receivers when their performance falls below the requirement and backup surveillance is available.”

The agency established this exemption to address the performance characteristics associated with the three different variants of GPS receivers that are currently found in air transport category aircraft. Operators use these receivers to meet the ADS-B Out Navigation Integrity Category (NIC) requirements found in the code of Federal Aviation Regulations (FAR), § 91.227(c).

  1. Where can I find a list of ADS-B compliant equipment for my aircraft type?

The FAA’s website?features a database?of available equipment designed to meet the requirements of 14 CFR 91.225 and 91.227, either as separate components or complete installation solutions. The database includes both FAA-certified equipment and equipment not yet approved.

  1. Is the European ADS-B mandate following the same timeline as the mandate for U.S.-registered aircraft?

The European Aviation Safety Agency (EASA) uses the following dates:

  • All new aircraft were required to be ADS-B equipped as of June 8, 2016.
  • Aircraft requiring retrofits need to be equipped by June 7, 2020.
  1. Where can aircraft owners obtain post-installation checks to evaluate the rule compliance status of their new ADS-B installations?
